Error 1053: The service did not respond to the start or control request in a timely fashion

There could be a list of things that can cause this error. In my case I found not availability of Internet access can cause this issue as well.

Fix was simple, my system was behind proxy server. After setting the proxy details in the Internet explorer fixed the issue.

If your system does not have Internet access you can avoid this. This is dues the the fact .NET CLR tries to resolve some space through Internet. And it does not give up until it received 404 or similar response.

You can configure your .NET to avoid that check.
